As CSX is a FREIGHT railroad, they concentrate their effort on FREIGHT. Amtrak runs over their lines because it has to, but steam excursions are not something that make any money running over CSX. It in fact gets in the way of their freight operations.
There's a lot of effort that goes into running a steam locomotive over a Class 1. However, the most obvious reason for why CSX is not interested in moving steam locomotives is due to the liability of moving heritage (or antique) equipment. Other railroads are willing to due so with the right circumstances, but CSX has a stricter reason for their own valid reasons.
Sadly, one person nor one group of railfans are not going to change CSX's minds. The only way anything will change with CSX's policies is if there is a change of power to someone who is interested in allowing steam. That's what happened with Norfolk Southern with their steam program, and that's what could happen with CSX. We don't know. In the meantime, we have tourist railroads and videos to tide us over.
By the way, L&N 152 is not big enough to handle the New River Trains, not to mention the 152 is due for its 1472 day inspection this year
