I was wondering if I bought trs19 North American Edition, will I be able to use 3rd party dlc, and will I still be able to use Trainz portal dlc for routes and locomotives. I like the US model rail roads from trs19 and I want to have access to them.

Yes, to both BUT, I think for the price difference, if can can, you should buy the full version. Even on US routes and Locos, I often find assets from the full version that you may not be able to access unless they are DLS items.
