In states with a lot of winter weather, they may close the freeways after very bad storms if there is a lot of snow or ice or severe winds, until they can get the roads cleared up.
 
I'm from Washington State, we don't have those gates. I see what you are saying Forester, I saw a picture of a state patrol car when the gates were closed in a bad storm. I think it does make sense

They're to close down the interstate in the event of bad weather, accidents, chemical spills, etc.

I've seen the northbound gates being down a few years back as there was a truck turned over that closed down all of the northbound lanes.

It's not just for winter weather. On Interstate 75 when you get in the vicinity of the Hiawassee and Tennessee Rivers, fog occasionally forms and the on ramps of the interstate have those gates for when the fog is too dense for it to be safe for people to travel on the interstate.
 
Upstate New York. Just doing a bit of testing last night to make sure I wasn't getting any asset induced framerate lag. I have been constructing the route with all my performance settings set to maximum. I only have one area, through a major residential zone, with lag that I will be adjusting.
