A question for anyone who know more about European vapor machines than I do. Is this BK BR64 DR supposed to have a tender or is it built onto the engine?

I am not entirely sure what that means but I am guessing that it means that part that appears to be on the back of the cab. I am guessing that it could be storage for fuel or water. It would also seem reasonable to assume that there were more fuel/water stops available in Europe so engines would not need large tenders. Having never been to Europe, I can only guess, so if anyone else whats to jump in here and correct me if I am wrong in my assumptions, feel free.
