How do you find out what the scale is of the layout's that are included in 2009? and can you change them and change scale on a layout you have created after you initailly created it

'Scale' is almost meaningless in trainz. The only thing that changes in a different 'scale' is the readout on the rulers. To all intents and purposes everything is 1:1.....
