What you have when creating is a route layer and a session layer. Whatever you do to the route layer will affect every session you have previously made. Unless you save your session under another route name. i.e if you set up railroad crossing for example in a session they will only work for that session. So if I went to quick drive on the route selection screen and you set up the crossing gate and put rules in none would show up.
When making my routes I always set up industrys, crossing gates, speed limits ect in the route layer. Then do rules when setting up a new session.
ALSO WHEN SAVING A NEW ROUTE SAVE AS ALWAYS!
