Rotation of an object?

So what is the trick method when placing and needing to rotate an object into it's exact placement? It just seems with even holding the Ctrl button down, there is not real way to nudge things into place. So what's the trick method here guys/gals? Thanks for all the great help I'm finding on this forum. Sure is much better interacting with folks I hope to get to know better.
 
I generally rotate the object as close as I can then use the control key rotate to get the final position in place. It's too bad there isn't a type-in value box like there is for track height or terrain.

Rotation can be done with the holding down on the ctrl, alt, or shift KB key, (I ferget' which) while using the mouse, and can be exact positioned to +/- 0.0001 degree variable (however if you move the asset to nudges back to the +/- 0.001 degree variable (if you get my drift).

Height is by +/- 0.001 m variable (I think).
 
OK folks. Discovering all kinds of things, and hopefully by sharing them, someone else will be helped.

Found out the rotation issue was not the program acting out of sorts. I have been remoting into my PC from my Chromebook. For the most part everything works fine, but some features, like navigation methods, and of course the one this post addresses, rotation of an object was effected also. Used the feature directly on the PC, and holding down the crtl button while navigating with the mouse (LMB) allows one to rotate any object with a refined enough touch to be able to place things just fine.

So there you have it. Thanks everyone for instructing me and answering my questions to the point of keeping me on the right track.
