Resizing Objects possible?

OK, I remember seeing a thread on this, but couldn't find it. So, does anyone know if it's possible to resize objects like rolling stock, you know, make them smaller or larger? If you do, can you please tell me?

As far as I know, you can only achieve that if you are the creator of the asset, and that should be doable in modeling software like GMax or Maya.
