Hiya, apparently it's a bit more complex than one would think, please read the link below which is a help how to get these SD70's up and running, you need sand and fuel to get her started. More info can be found on this site regarding the SD70 loco's.

Yes you can refuel in driver provided you have a refueling depot on the layout somewhere. You can download two different depots from the DLS.
For setting up the locomotive in surveyor you are better off looking at this tutorial.

Hi Phil. First off I want to tell you that I really like that loco. I did read that tutorial. I think I will read it again because I missed a few things I guess, like I haven't figured out yet how to turn the wipers on and off, little things like that. My route is relatively flat so I didn't think I needed sand so I didn't load any and it runs fine without it. Thank you very much.

Hi,
To refuel the locomotives in Driver, you could use Phil's own Depot, or you could setup a BI2 Fuel industry, do a search on the DLS for BI2 and you should find it, or you could even setup a M.I.N to produce Fuel and Sand.
I usually do the third option, the M.I.N works well with a few buildings around it looks just like the real thing.

Hi,
Go to the DLS manually, in the Text Search box type in BI2 and leave Title selected then from Category select Buildings / Structures.
M.I.N stands for Multiple Industry New.

Quickest way to find something while in Surveyor, open the Objects tab, click where it has the name of the object that's currently selected (above the list of everything you have installed). Now type in bi, this will take you straight to first object in the list that starts with bi, scroll the list or just type in a 2 after the bi to jump straight to it.
If that doesn't make sense i'll post some screens later...
If you have TRS2006, you should have Phil's own Diesel Refueling Depot builtin, if not you can download it from the DLS.

Set-up like MIN? Never worked with BI2 Fuel before.
Items I have downloaded that are set-up in the config file to use Phil's fuel and sand:
