Problems with Stroud valleys 1935

Hi I have just downloaded the stroud valleys 1935 route from the DLS. I opened up surveyor to edit it, tried to put a loco and stock on the track and got this message. Error cannot add object as the selected layer is above that of the targeted track, trackside objects cannot be placed in a layer above the track, they are being attached to. I tried all over the route but still got the same message, could not put any item on the track. Has anybody any idea what might be wrong and how to fix it. I thought all routes were checked before they were passed for the DLS. Hope somebody can help. Thank you.

Although I have not had this problem, I think the answer might be related to the number of layers that are used in the route. In the session editor check the layers tab down the right hand side of the surveyor screen and make sure the only layer highlighted is the session layer. Clicking on the name will toggle them on and off.
