My up-load has been refused , reason :

The addition of your content file kuid_136777_100620.cdp has failed due to the following reasons:

<kuid:136777:100620> : The dependency <kuid:2112190:90043> has an invalid KUID User ID and cannot be used
<kuid:136777:100620> : The dependency <kuid:2112190:90046> has an invalid KUID User ID and cannot be used
<kuid:136777:100620> : The dependency <kuid:2112190:90047> has an invalid KUID User ID and cannot be used

I don't understand this .

I'm pretty sure "2112190" is indeed invalid as the highest kuid goes to about 896,000 or so. Trainz (and, apparently, the DLS as well) has been rejecting invalid kuids for some time now, since at least TS12 SP1 or thereabouts.
