The Power Station rule should have been included as a built in asset with your installation of TS12. Look for it in CM under the name Power Station Rule. It is <kuid:-25:746> (the negative value means it is built in) and it should have obsoleted an earlier version <kuid:-16:2024> if that is also present in your system.
Since it is a rule, then you must add it to an existing session. In Surveyor, open the main menu, select Edit session and in the open session rules dialogue, click Add. Scroll down the list of available rules to select Power Station Rule. Once it has been added, select the rule and click Edit. You must then specify the power station and the consumers.
Beyond that, I have never used the rule.
