While I have not purchased Trainz 22, yet, I have heard that you are able to move trackside objects (like signals) freely vertically and horizontally, and they are not bound to the track anymore.
It is only true in Surveyor 2.0 which is a subscription (Trainz Plus) only option. If you have Trainz Plus and TRS22 then it is also available in TRS22.
