Portals CPC Set-Up Help - Is It Me!

Help I'm having issues with the setting-up of Central Portal Control and similarly with Unportal Manager, as the issue is the same I'm assuming the cause is the same. I have a test route with 3 x Portal <Kuid:25:1264> and a trackmark for 1 Un-portal. Individually the Portals work as expexted but I'm unable to create an Un-portal. In Edit Session I have added the rules 'CentralPortalControl' <Kuid2:117746:1013:10> and 'Un-Portal Control' Kuid2:117746:1024:10> from sforget (have also tried 'Un-Portal 2' <Kuid2:400260:100645:3> by TRam).

When I try to edit either of these rules I get the screen shown. It appears to be stuck on the General Properties page, the tab arrowed Portal Properties doesn't open. A so the text circled appear odd as it is overtyped. The same appears of both the CPC and Un-Portal pages. There doesn;t seem to be any 'Add Portal option'

I assume I'm missing something but have made many searches on the forum but with no luck. Can anybody provide any insight to what is going on.
