At first glance, it appears to be akin to CMP on steriods, but with way more doo-dads. Think of it as an all-in-one config.txt editing, mesh viewing, asset error fixing, texture alterator multi-tool super suite, and a bag of chips.
You can check Andi's FAQ for an idea of what exactly it does, apart from that I haven't had a chance to use it much yet so I can't help with the 'how-to' part of your query, though I'm sure someone out there is bound to be better acquainted with AssetX and could fill you in on some of the more juicy tidbits.
A one line answer to your one line question is impossible here.. It aint that simple...
AssetX is andi06's creation with some input from me. The program has many features and massive capability if you learn to use it fully, and attach other tools to it. As our Beta testing has shown, nearly all possible faults can be identified, and rectified in a number of ways, even in large numbers at one time.
The AssetX FAQ thread will be updated when we complete our Beta testing, and we have users asking specific questions on usage or interpretation.
For general questions for a start, we suggest you study the help files. You will get a feel for what AssetX can do once you try out a few of the features.
