I haven't yet run every route but those I show much better FPS than what you report. I think your numbers say more about your equipment than about CE 1.1. Remember no one has TANE yet so it can't be judged just yet.
 
the problem is the many faulty ground textures, referring to tga and not to txt, no normal map with alpha. There are over 700 ground textures faulty:'(
