Patch not viable

I tried to install a patch that keeps popping up when I open 2019, I went to install the patch and got the following error:
Patch not viable, Details: "Filepath already occupied: C\Program Files\N3V Games\Trainz Railroad Simulator 2019 Platinum Edition\DebugHelper.exe" What does this mean?

How do I put in a Help Ticket these days? I have only found a knowledge base.

I had posted on Thursday, 3/17 and asked the following:
