NS Sandusky District Won't Load All Dependencies

Does anyone know how in the world I can get the Sandusky District from RRMods to work on TRS22? It says it's missing 2900 dependencies. I have no idea what to do.
 
Right-click the route in CM and select "List Dependencies". Select all those that say "Available for Download", right click them and select "Download".

This website will scour the web and find the sources for your missing dependencies. You'll be given the links to the assets and also other references to them such as on DLS, built-in, part of DLC, etc. This investment will pay off for other routes in more ways than one.

I don't really want to pay for that... I would download all of the missing dependencies but I cannot get anything to download. Not even on the download station in-game
