The Environment settings are saved in Session Edit mode in Surveyor, allowing you to create many different time-of-day lighting and weather effects so you can have multiple sessions based upon the same route but with different starting times, weather and fog conditions, etc.
To access the dialog, click on Edit Environment... from the Main Menu.
The 24 hour clock at the centre of the dialog allows you to set conditions that will prevail at the day or night interval marked by the green 'LED buttons' surrounding the dial.
Click on each of the green buttons to change the settings of the other controls, including the RGB (Red Green Blue) dials, the ambient, sun and water colours, sky type and cloud settings, and actuate the slider below to increase or decrease fog density.
This gives you a fine degree of control over the atmospheric conditions that will prevail at dawn, sunset, noon and midnight and the system will interpolate the appropriate transitional lighting conditions etc. in the intervals between during runtime.
The Post Processing Effects controls are best viewed from the Developer Menu in Launcher ('Show Post-Processing settings...').
