Hey my game keeps doing this is there a way to fix??

stuff will disappear and re appear constantly when there up close or at a distance and i have max draw distance
 
Maxing out the draw distance can cause problems on older (and slower) computers with lower grade graphic cards. If this is the case with your system then scale back the draw distance and I would also increase the "Good weather fog" to fade out the objects in the far distance.

The blue ground in the second screenshot of your original post reminds me of a problem that was present in, I believe, one of the early releases of TS12. There were many posts on this but i am unable to remember the keywords to do a search. My first option in solving this would be to upgrade your TS12 to the latest version (build 61388).
 
Its still doing updated it to 58414 but it still does it when i start to detail the map with trees and buildings etc. any more recommendations?

No, that wouldn't do this.

The issue is most likely due to the assets you've chosen. In some cases, older assets can cause this because they render poorly. When the simulator senses the load caused by the older assets, it starts dropping assets from view to keep from crashing. The way to solve this issue is to first backup your route and then start removing assets. I would take a look at those large buildings and replace them with something else. They could very well have double-sided textures which cause all kinds of problems. You can find double-sided textures by "going inside" the building. If you put the camera inside the building and see the same textures as the outside, then this is the case. Many Sketch-up buildings suffer from this ill and many others due to the way they are constructed. Ish6 has made some pretty awesome low-poly, lightly-textured office towers. Try replacing the larger building with one of those instead of using the SKU building.

The other thing I noticed too is your long stretch of track. What track is that? You might want to try something else. Perhaps SAM-series track. There are a gazillion of these so pick one and give it a try. With TS12 you can simply update/replace an asset without needing to replace it manually. What other splines are you using other than the road? Many of the older splines are notorious for causing problems like this, especially grass and plant splines.

What are the other specs on your system? I'm just curious as your video card is pretty awesome and definitely shouldn't be the cause.

I have never had any problems using SAM tracks and JVC grasses. However, to cut down the load on the graphic rendering I would only use the grasses close to the track, probably no further away than shown in your last screenshot.
