I read somewhere that these locos (K-27 and K-36 and such) are just as powerful as British steam locos (possibly mainline) when they (K-27 and K-36 and such) were built!

Your thinking of the K37 class, which were built as standard gauge 2-8-0 in 1902 and converted to narrow gauge in the late 1920s. The k27s and K36s were built as narrow gauge engines.K27/36 were actually standard guage locomotives originally but then refitted for narrow guage thus necessitating the outside frame because of moving the wheels in.
