This is such a pain in the posterior , it’s seemingly never going to be addressed by NV3, presumably they think it is a trivial matter . The only solution is to download all the DLC packages , but even the changes in built in content will cause issues.
Make a copy of everything first and give it a try. If you don't like the results, remove the package, and go back to normal. You need to do this through TrainzUtil, I believe. I've never done it before to be honest.

Yes, that's one option. But if, unfortunately, there is a single payware asset in the map package, this means that those who download this map will also have to download the map that contains this asset. At best, they won't use it and it will slow down their system; at worst, they will have to buy it.
And if, unfortunately, there are asset version conflicts, the map will be completely unusable unless multiple folders are created, which many will not do.
TrainzUtil is built in. You may need to enable it by clicking on Trainz settings on the Launcher and then the Dev tab. There you choose advanced debugging tools.
You then click on TrainzUtil located on the Developer menu. There are a ton of commands that can be used. The one you would want is this one, I think.
