Go into "Control Panel" and look under "Autoplay". This provides choices for what to do with all types of removable media. Just compare this computer's settings with those on the computer that works in the way you want it to.

I can't do that.... When I try to open the DVD it says "Burn to disc by either using as a UBS Drive or permanently burning things onto disc." I don't want to do that cause I don't want to wipe the stuff off of it. I need to know how to change the computer settings to automatically pull up a window for discs and USB storage flashdrives like most computers have.

This could mean that the drive is bad and should be replaced. They cost about $25 and you can get them from Best Buy, Staples, Frye's, etc.

The replacement process takes about 10 minutes if that.

Not quite that simple, before buying the wrong item, does it have an IDE or Sata DVD drive?

I had a wrong setting on my DVD disc drive ... and I went out and replaced it ... and later on found that the disc drive had nothing wrong with it ... as it was settings in my end.

Does your disc drive play both a CD music & a DVD movie successfully ?

I finally got everything settled. I had to grease one of the disc drives to get it to open properly (my pc has two disc drives) so it turned out to be that one. How do I do the database repair? And will a database repair work if over time a few of the assets decide to randomly become faulty? (that seems to happen sometimes)
