I had the same problem on a crappy AsRock motherboard in one of my PCs, I d/loaded the Visual C++ 2013 runtime package from here and all was well after that. To d/load, read these d/load instructions there and here:

To download all files and then install:
  • On this page, choose the Download button.
  • Select the .exe option and then choose the Next button.
  • To install now, choose the Run button.
  • To install later, choose the Save button. (The computer does not have to be connected to the Internet.)

This will install the package including your missing file into your PC.
