Missing Drivers in Driver session

Can anyone help me with this please ?
I am running TS2010 Build 49933
I have created a new route that contains some merges and in all is about 27mb in size
In it in surveyor I have created (added) 12 Drivers and yet when I run the route and session in Driver I only get one driver. The other 11 don’t appear. I have never experienced this before
On starting driver I get the following error message
DriverSetupRule : Thread Exception: ER_Exception, line 466, file driversetuprule.gs (1)
DriverSetupRule : World.AddDriverCharacter> not 'drivercharacter' asset (file world.gs) (1)

Do you have a loco for each driver? No good setting up twelve drivers if you only have one loco on the track. The driver setup rule error seems to indicate there is at least one loco missing and possibly you have added something that is not a driver to a loco.
