Minimum size of water squares?

A friend of mine has placed a curved dam in his route in 2009, but as he tried to add water, water squares protrude out of the uppermost part of the dam. He tried to set the radius at minimum, so as to use the dam structures to hide the edge of the water but it seems that the minimum size for water squares is 20x20 m. Is there some way to solve this, or should he have to straighten the dam?

I use TRS04, and the minimum size is 20x20. Less curve is the easiest solution, as well as allowing a minimal open space behind the dam, allowing the dam wall itself to conceal the gaps from the driver's perspective.
between the two methods he should be able to produce and effect that is satisfactory from a distance.

I very new here but I wonder if a water spline with a predetermined width would work, I believe I saw some 15m water splines.
