Making a new industry

Where can I find a good "How To" on making an industry? I have access to all the major 3d modeling programs but work mostly out of Cinema 4d. An A-Z walk thru would be preferred as I have not made content before. Also, when making an industry is it acceptable to use the LARS commodity system or is permission needed?

I think permission would only be needed if you were planning on releasing it on the DS. check out this page : http://en.wikibooks.org/wiki/Trainz for lots of info for creating content.
