Looking for a Unload Rule

Does anyone know of a rule that will unload all cars in a string that has been setting on a trigger for a length of time? This has to work on the session level because I want to use it on a route that has already been published so can't use LARS or MIN tracks.

Instant unload sounds like the one.

I thought Instant unload was a driver command. I am looking for something that will work when driving manually. If I am wrong about Instant Unload please give me an example of how to use it in the setting I referred too.
