Locked Layer Objects still selectable

Hi All
So, this is the scenario. TRS22PE, Surveyor 2.0. Lots of layers of which one is reference basemaps.
This layer is locked and visible but when I try and select an object on a layer above it, the basemaps layer is selected and the reference map image is selected instead.
The only way I can get around this is to hide basemaps layer, select object on layer above, show basemaps layer, move object on layer above.
As you can imagine, this can get very tedious and frustrating.
Does anyone else suffer from this non-locked objects on locked layer problem or is it just me?

No it's not just you. I also suffer from this strange behaviour. Don't understand what the point of locking a layer is, if it is still selectable.

I thought it was just me which wouldn't be surprising at times!
