Why is it an executable (EXE) file?

It is a non-standard way of packaging a trainz asset. I, and I believe many others, would never download an EXE file from a site making offers like this. Your antivirus/anti malware protection cannot effectively protect against an EXE file such as this one. It's just too dangerous.
If OP is genuine then the asset can be re packaged as a CDP.

Thanks, though, that's good advice.It's NOT a self-extracting EXE either, in case anyone is wondering.

The use of .exe files to install files on to Trainz was abandoned ages ago (before UTC), so I cannot see how this works. The 'Limited time only' thing strikes me as a bit odd as well, most normal content creators just release it forever.
Can this strange policy be explained, please?

A CDP is a Trainz-only format and can only include Trainz content, as you know. Many people would prefer one of these as they are safer and cannot contain viruses.

There is no reason to have an .exe file for TRS unless you are releasing some sort of large pack with tons of content, or have an installer. You will have to understand that most people will shy away from this (as expected) because it doesn't explain that much. Also freaking out and screaming probably won't help either when folks want to know what the contents of an .exe contain, it's a very valid concern....

Look, Dragon, as someone who's defended you in the past, I don't see why you're making threats but if you want to make more enemies, be my guest.
I asked a valid question, because I wondered why that file is an EXE and, moreover, not even a self-extracting compressed file. No one with any common sense would have run it without asking questions...in fact, to be candid, no one with common sense should be running it at all, period, even if it turns out to be legit, because there is no logical reason to be distributing conventional, modern Trainz content this way.
I was hoping perhaps you had a reason to be doing so and would have liked an explanation. Since you've gotten very defensive and now taken it down after several people questioned you, can I assume that your reasons for posting it were something less than ethical?
