Let it snow, let it snow etc...??

I've been messing around with fourjays5000 UK I-Christmas 2005 route. (In TS 2012) but try as I might I can't get it to snow. I've tried editing the Environment settings in both the route and a session I set up and it does start to snow. I go into driver and I'm asked if I want to save any changes and I say yes. However , when the route/session reopens the Environment settings don't seem to have changed ?? I've tried unlocking the route layer and cloning the route then changing the setting but nothing seems to force the setting to change.
Any ideas welcome
 
Look at the Environment setting and find the elevation limit for snow. Lower it and snow will begin.
 
Thanks for the tip boleyd but no joy I'm afraid. I lowered the elevation limit right down to 50m but the setting still wouldn't stick.
However, through much trial and even more error I think I solved the problem. So in case anyone else has the same problem in the future :

Go to Edit Session - Edit Session Rules (along the top of the screen) - Select the Start Up Options Rule - Edit - Then set the Weather from here.
 
If your layout is mostly at zero metres or above, you will need a negative snowline setting to force the ground textures and scenery to change to snow skins. Even then, only the textures and scenery that have this ability will do so. There are many that have not been made that way.

And the snowline effect is a separate thing from snowflakes falling from the sky - that's controlled by the weather slider.
