Why is it that all discussion related to TRS19 is open for general viewing but
all other releases you have to be logged in to view them ?

I just checked. Its all working fine from my end, no access problems. Perhaps clear out your browser cache?

I think that is normal.

I just tried accessing the forums without logging in. If you don't log in then there are some forum groups you cannot see (Maintenance of Way is one of them) and while you can read posts in other forums you cannot post.

If you log in but have not registered your copy of Trains/TANE then you can only post in the General forum - that's where all the SPAM appears and the reason why it appears there.

From memory the Maintenance of way - Support section is intended for technical support which N3V limit to registered users of Trainz.

As my original question is why TRS19 is where it is
technical support is being given in TRS19 in the general forums you can look at it without loging in -- tane for example you can't

I would not be surprised if this forum moves to the support section around the time of the official release.
