is it possible Night sky no clouds ??

Hi all

Just brainstorming a little, and thinking this is possible, but not really sure how to go about it.
Is is possible to make a night sky with no clouds permanent/ In Permanent I mean no day time sky at all, just perpetual night with a bright sun.
