I hear hissing (shhhhhh!) when my horse wagons stop.

Sounds like an air leak in the braking system (highly dangerous). You must not move those rail-cars any further and get them looked at and serviced STRAIGHT AWAY. OMG running rolling stock in that condition could land you with a custodial sentence if an accident occurred. Think of the consequences of the forgoing, rail line blocked for days, people not able to get to work and worst of all horse sh*t everywhere.

You would without doubt in the above circumstances end up in the slammer with the key thrown away. GET IT FIXED, NOW.:mop:
Bill.

It's the air brake on the wagon. It's a brand new technology that stops the wagon. Instead of shouting "Woaahh" and pulling the reins, pull the handle. The wagon wheels stop, the horses are choked (not enough to be asphyxiated). The horses do not expect this and halt. It was going to be patented, but PETA got in the way with their vegan scantily clad girls. The patent officers were wooed, and thus it was stopped from being produced en masse. This technology somehow lives on in Trainz, much to activists' dismay.
