Alright, so my first experiment with these kind of engines in TRS 2006 was succesful, but now I can pass on the instructions for creating dead engines in TRS 2010, using the RRMods freeware GP15 as an example.
Step 1: Clone the asset, so any changes will be on a seperate copy rather than the original.
Step 2: Edit the config and remove the enginesound, hornsound, and interior. Make sure you un-check the box labeled 'engine' so it cannot move on it's own.
Step 3: Commit the asset and then right click and select 'View errors and warnings'. This should find anything that is wrong with the engine. Some RRMods engines will have the error "Tag icon-0 os not permitted in container 'traincar'." Remove this and everything will be ok.
I haven't yet figured out how to do this on steam engines, but if I figure anything else out I will post it here for the benefit of the Trainz community.
