How Does THIS oversight get made. Game breaker for me, if this is in fact true...

So on the Trainz game soon to be released on Xbox, in Free Roam mode, ive learned that you CANNOT place trains where youd like them? You are stuck with whatever trains are placed in the Free Roam mode to start with?

I was going to get an Xbox Series X just to get this game, after learning this, there is no way. How does this mistake or oversight in development get made? If this isnt true, please let me know.
 
Except for the very first version of Trainz (2002), you have always needed Surveyor to place rolling stock. The X Box version does not include Surveyor. So it is hardly an oversight or mistake but a clear decision to limit the game to a Driver only game.

Now before anyone brings up the QuickDrive rule, it was a hack that allowed users to place saved consists in Driver. But you had to have Surveyor to build and save those consists before you could place them in Driver and support for the QuickDrive rule was dropped when the ability to open the Trainz menu from Surveyor was added in Driver.
 
PC (Desktop version) is the only way to go for Trainz IMO
I will agree with you 100% when it comes to creating routes and possibly sessions but not when it comes to driving.

There are many PC Trainz users who only want to drive trains and not create using Surveyor ("too complicated" and "not interested" would be amongst the most commonly quoted reasons). It is a similar story for other games that exist on consoles and mobiles as well as PCs.

But the mobile/console gaming market, not PCs, is where the money is to be made.
