Horn Sound Help

Trainz 12
Dell XPS 8300 desktop
Intel Core i7-2600 CPU @3.40 GHz
RAM: 12.0 GB
Windows 7 64 bit

I used Audacity to create a horn sound. I saved as Mono, 44100Hz, and as a wav file. I then opened content manager and created a new asset for my horn sound. After several attempts, I finally successfullly committed (ctrl + m) my horn sound asset without getting warnings.
Then I selected my locomotive and opened "edit in contact creator plus" that opened the config file. I then selected my horn sound from the list and replaced the horn sound kuid in engine horn sound with my new horn kuid. I then saved the config file and got the message "file successfully saved". I closed the config file and returned to content manager. I then selected the locomotive and ctrl + m to commit. The locomotive asset committed with no errors or warnings.
Now, I open Trainz 12 to surveyor, then go into driver. When I press the "H" key I see steam coming from the whistle but no sound.
Am I missing a step somewhere?
Is there any way to test the horn asset for sound in content manager?
I also turned my volumn up very high to see if the wav file was recorded too low. Still didn't hear anything.
Any help or suggestions would be greatly appreciated.

To hear the hornsound in CM try edit in explorer then double click your .wav file, it should play in your default music player.

Thanks so much for your replies.
I created a new sound file in Audacity and saved in mono, 96000, 16 bit.
I now get error messages in Content Manager.
Unable to load primary texture 'sound wave horn.tga' for texture file 'sound wave horn. texture.txt
Unable to load alpha texture 'sound wave horn. tga' " " " " " " " "
The primary and alpha texture are not the same size for 'sound wave horn. texture. txt
Binary conversion failed for texture resource 'sound wave horn. texture. txt

Thanks everyone for your help. I think I am close to getting this thing to work. Please be patient with me. I got my horn sound to commit with no errors or warnings again. But it still does not work in Driver. It's saved as mono 96000 16 bit. Now when I open Edit in Explorer, I see four files. Config, sound wave horn.texture, sound wave horn.tga, sound wave horn file (with music note icon).
When I open the file with the music note, the horn sound plays perfectly. When I open the file with extension tga, Trainz 12 opens.
