Hi and welcome! After registration of your game you can access the DownLoadStation on top right of this forum. You can only d/load at a slow speed, like a dial up connection. However, in your profile (link to it is top left here in the forum) after registering is a button called "Shop" where you can buy a "FirstClassTicket" which allows you to d/load at DLS speeds.
no you don't need a pass. Just register your copy of trainz go to download station (D/LS) D/L what ever you want up to 100MB a day if you want to down more in one day then you will have to buy a first class ticket. (FCT)

Welcome to Trainz and have fun. I highly recommend the FCT, especially if you download routes with a lot of dependencies. On some routes, the dependencies can put you over the 100MB daily limit.
