Looks like an RP-E4C remote platform, rebuilt from GP38s by NS over the last three years.

Originally built by EMD as GP38s. Rebuilt from GP38 to RP-E4C by the TMS at the Junieta Shops in Altoona,PA. Some have been rebuilt from Ex-SOU GP38AC units.
Rebuilt as RP-E4C from Jan 2009 to Present.
Numbers 700-736 with up to 727 complete.
Built to operate with GP40-2 Master Units.
