Who built this, what is the classification, when was it built, who was it built for, and how many still exist and where.

That is Pennsylvania Railroad #4400 the prototype E44 freight electric. They were built by General Electric. They lived through Penn Central until the early '80s on Conrail before being retired. Some went to Amtrak and New Jersey Transit and were tested in passenger service and failed. Today one survives Pennsylvania Railroad 4465 ex-Amtrak 502 and it's preserved at the Railroad Museum of Pennsylvania in Pennsylvania Railroad livery. Although, it was initially as Amtrak 502 before getting repainted to her old Pennsylvania Railroad livery. It was built in 1960. After being given to Amtrak, PRR 4465 was tested as a passenger locomotive and after it failed, it was sent to handle work trains which is what it did until it was retired. PRR 4400 is on the then electrified Columbia and Port Deposit Branch of the PRR.

No, you're thinking of the Virginian Railway EL-C which went to the New Haven and was classified as an E33, the E44 had one pantograph while the EL-C (E33) had two and those had a unique timeline. VGN (EL-C), N&W (EL-C), NH (E33), PC (E33) and CR (E33).

Yup, that is an Ex-RDG GP40-2. The GP39-2s all went to the D&H.
