Made a good start on a NS RP-4EC

Now I can recreate a complete GP40-2/RP-E4C mother-road slug set to put behind Southern 4501. NS used this pair the first few years of the 21st Century Steam excursions to help out Southern 630, and I wouldn't be surprised if they only use the GP40-2 with 4501.
