It depends on how good you can see it from a cab. On the main line you need to see it as long away as possible so use tall, in a yard a lot of tall signals would be hard to tell witch one was for witch track. Gantry was used where you have no room for signal and or easer to see witch track has witch signal. All subject to the roads rules and government regulations.
