On a 1024x768 screen (older laptop,don't judge) the Home|Forum|Blogs|What's New?|Code of Conduct|Trainz Wiki|Planet Auran|Download Station|Helpdesk bar is too wide, making it fold down into and over lay the bar below (New Posts, etc.)

Makes it kinda hard to navigate.
 
If you're using Internet Explorer, Bottom Right of window, magnifying glass with a % next to it, if you're at 100%, go down to 75%, etc.

Sorry, but it's a bad design issue. Graceful degradation is a basic tenant of web design.

Besides, It doesn't do much good if it's too small to read...

Odd. I can replicate your issue on my 1920x1080, by resizing the window to 1024x768...top banner wraps around and covers second banner as you describe, then I change to 75%, and it reverts back to normal layout.
-I realise that the text becomes too small to read, but it allows you to click the appropriate link, then resize back to larger to read.

What for Browser, graphics and settings are you using...I'll hook up my old CRT 1024x768 and experiment a little.....I like some of your content quite a lot, and would like to assist you if I can, as a thanks.

We are aware of this issue, however it's not currently possible for us to fix this without removing most of the options from the toolbar. We may look into this again in future, however at this time it is not a high priority as we do expect that most screens will be running higher resolutions these days.

I have the same problem on my iPad when browsing the forums away from my desktop. But I've gotten used to it.

No it would not. All it would require is to reconfigure the nav bar. The first idea that comes to mind would be to make a new "button" called "Resources" and place "Code of Conduct|Trainz Wiki|Planet Auran|Download Station|Helpdesk" as sub menu items of that new button.

Lets not. This would "hide" the CoC and even with it available pretty clearly on every page people still fail to see and follow it. Lets not give some people more excuses.

An easy other idea would to simply cut the bar up and make it two rows. People with a huge screen don't mind loosing 30 pixels (if they even notice) and people with a small screen now have all functionality back.

Or you could do what I said, but leave the COC up where it is now. All that would be needed would be to loose about 2 buttons to make it fit well on a 1024 screen.

I actually can accept the part "we do expect that most screens will be running higher resolutions these days" as I see that 1024x768 is 9% today according to browser stats.

On the other hand a so called "responsive" framework would accommodate ALL devices, including iOS screens.
 
I set mine IE size to 86% it's fairly easy to read and no overlap. At 98% only the helpdesk tab is under the search bar and no overlap. The register tab is unavailable.
