Content Manager itself won't update very quickly for removed assets; it's so rare (well, hopefully rare!) that content is removed from the DLS that we have not focused a lot of time on making it update for removed content too quickly.
Instead if anyone tries to download removed content, they will see the message you saw. Like pware has said, this also serves as a good notice that we do act on reports and explains to people why the content they're trying to download is unavailable.
From memory, this message also appears if they try to download the content as a dependency, even if it's not actually listed in Content Manager.
