Why don't have 'Dispatch Manager' listed in Kickstarter Country 2?

Not sure what you are asking.

Dispatch Manager is a new Palette/Window that is currently only available in the latest Trainz Plus beta version (Windows build 128360 - Mac build 128359). It is available with any loaded route/session not just Coal Country (HDT) - I just tested that to confirm it.

It appears under the Tools Menu in both Surveyor (2.0 and Classic) and Driver but you must be using the latest Trainz Plus beta version.
 
I am also not seeing it. I just received an email announcement that it is available, but I don't see how to get it. It doesn't show up as an update in Trainz Settings. Should it? Or how else does one get it? I have Trainz Plus Gold.

If you have installed the latest Trainz Plus Update (SP5) which was released about 24 hours ago then it appears in Driver in the Tools Menu. But be aware that this new update does have a bug that prevents track objects being added to track in routes that were created before the update (there is a workaround - read message #50 in the Trainz Update Announcement (SP5) thread)

How do I install the Trainz Plus Update? When I "check for updates" Trainz Settings, it says no updates are available.
 
Run Patch.exe in your main Trainz folder. You can choose your update stream directly from there. It will ask you for your Trainz login and password on running it for the first time.

I have always done my updating directly from there.

Thanks everyone for your input. Found TLR Kickstarter listed as a sissions. Questions. Does TLR work with a session that has say a interactive coal mine and interactive power plant with a train with coal cars and no driver commands. I can't seem to get anything working. I get errors such as no engine to get coal or no coal even though I loaded the coal mine with coal. It also didn't work when I ran the train manually. So I guess I'm doing somthing work. I used the basic goal mine and basic power plant.

TLR does work with “coal mine basic” and “power station basic” however (!), you need to place a consist on the track (check that the wagons you use are configured to carry coal). It’s better if you put the consist between the coal mine and the power station.
Use the driver menu to allocate the driver to the Dispatch Manager, the use the tool menu to enable the Dispatch Manager.
Save the session.
Reload, and as the power station runs out of coal, it will trigger the loading and delivery.
Points to note:-
Coal mine basic will only use track 1 for Dispatch Manager (you can still use other tracks manually)
At most I’ve had 2 coal trains running under dispatch manager - one returning, one loading/delivering.
Coal tipples will work as well.
Any industry that has multiple tracks will not work well with the Dispatch Manager unless its industry name.gs file is updated. (Coal mine and a couple of others were hard coded into the Trainz.exe)

The route I used in the beta testing had oil terminal, forestry, sea port, oil refinery and airport, plus passenger stations.
While the coal mine to power station ran under dispatch manager, the other industries had to be setup in the session commands.
I also found that the coal tipple to power station could be over 200 miles (ECML route - but many industries are not connected to the rail network).
 
I think I spoke too soon. I have taken the coal at the Powerstation to max and the train continues to deliver coal. I thought that if the Powerstation had enough coal that the train would not deliver more coal. Can I do all of this with AI Driver and use the Multiple Resource Rule?
 
Yes, you can, I use it on my sessions to keep the trains supplying the industries, before the dispatch manager, and have not changed it.
