Disabling "hardware accelerated texture compression" WITHOUT launching trainz? (09)

Basically, I'm going through yet another uninstall/reinstall, and suffer from the "non built-in assets are black" problem, which is fixed by unchecking "enable hardware accelerated texture compression" in content manager. The problem, as it boils down to, is that is have ~197,000 assets (according to content manager, might be off by a factor of 10) for 38 gigs (confirmed). "Importing content" ran for 10 hours last time, after which I was unable to tell if it had crashed or not, and stopped it. Copying the backed up assets of the 'local' folder in after launching trainz for the first time (and unchecking that darned box) and going through "rebuild database" suffered from the same problems, and after canceling the first one, I gave up on the second one after 6+ hours. I've decided the best way is to copy the content in before launching trainz for the first time, (so 'searching for content' on its first launch finds it) but I can't really open for edit and commit 38 gigs worth of stuff at the same time (needed to fix it).


So, what I'm looking for is a way to change the "enable hardware accelerated texture compression" setting without launching trainz. (I'm using trs2009, by the way, but it would likely apply to other versions as well.) Presumably by changing a value in file somewhere. The question is whether it can be opened, save and still work via notepad/text editor/whatever it's called, and which file it's in.

Hopefully someone can help, it would apply to multiple versions and help everybody with large amounts of content.:)
