Anything over 2 doesn't seem to make much difference, although certain locos will accelerate at rapid levels no matter what. Some cant stop very well.
To answer your question there is no direct relation horse power/tonnage wise. It depends on the config file of the loco as to max accel/max decel, although I've found after a certain level of raising them it makes no difference.
