I told Dave i'd help him out here as he's stated in previous posts that his texture files wont fully show up in other programs. If you have photoshop, this shouldn't be an issue for you. However, if you don't have photoshop like some people do, heres a simple solution that helps me. This is confirmed to work in gimp at the moment and if anyone who uses other programs would try this out, please put it down that they do.
To begin with, you need PEVsoft images2TGA. Here is a link for that.

open up gimp as well as images2tga. In images2tga, click file/open and go into your Trainz folder. Go to userdata and editing and find the asset of Dave's you wish to skin. Any texture files of Dave's that have missing pieces, you will have to do this process below.
Open the locoart.tga in images2tga. Two windows will open up. The one on the right, right click, delete alpha. You should be left with one window that displays the entire texture for the asset. Go to file, save as, and save it as a TGA in the asset's folder. You will have to later delete this before committing. Use that newly saved file to open in gimp and begin skinning.
