Good afternoon everyone.
I’ve started this thread in response to a question from begian46 in the Suggestion Boxcar thread which is for registered members only. Rather than clutter up the suggestions thread with details of construction methods I thought it might be better to share some thoughts here.
All suggestions and ideas welcome.

Looking at your images you need to do two things.
1. Extend your water tiles, if they are not already under the raised land areas.
2. Pull, or plateau, the land outside of the breakwaters down to below the surface water level.
I have a few harbours on my Italian route using different techniques which might clarify some ideas on using wall splines, terrain forming, or better still IMHO, a combination of both.

This one has raised terrain only and no wall splines.
This one uses mainly harbour wall and a few retaining wall splines on the inner part of the harbour.
This shot shows the outer part where the wall has been built using the added protection of the rocky shoreline . Inner harbour defences generally have vertical walls, outer parts are often much more rugged and eroded, particularly in exposed coastal areas.
