Is there a way to convert none passenger trains to take passengers ?

Nope, you need the original mesh to do that, If the creators are still around you may get lucky, and they might do it for you.

You can add non-visible passengers to any coach, using just the queue tag. It's quite easy - look at a passenger enabled coach to see how it's done.

And using PEV's attachment maker you can now probably add visible passengers too, though I haven't tried so far.

Obviously the tardis has not been around here recently

What you need is PEV's Pevsoft Attachment Maker (see here) which will enable you to add the necessary attachment points as an addon mesh. You will then need to modify the config file to add the mesh and to create the necessary queue (see CCG or look at the config of a passenger enabled coach).
